Prof. Dr. Petraq Milo – Dean of the Faculty of Economics
Prof. Dr. Petraq Milo is a distinguished academic and internationally recognized expert in public finance, fiscal policy, and macroeconomic reforms, with over 30 years of professional experience in public administration, international organizations, and higher education. He holds a PhD in Economics from CERDI – Université d’Auvergne, France, where he also completed postgraduate studies in Public Finance Management.
Throughout his career, Prof. Dr. Milo has held several high-level leadership and advisory positions in Albania, Kosovo, and international institutions. He served as Advisor to the Prime Minister and later Advisor to the President of the Republic of Albania on public finance and monetary policy, contributing to the design and implementation of fiscal reforms, medium-term budget frameworks, and European integration policies. He has also led key structures within the Ministry of Finance of Albania and within Kosovo’s fiscal administration under UNMIK and the European Union.
In academia, Prof. Dr. Milo is a lecturer at the Faculty of Economics, University of Tirana, as well as at other international universities, teaching undergraduate and graduate courses in public finance, public financial management, and taxation. His academic activity is characterized by the integration of theoretical knowledge with international best practices and real-world public sector case studies.
He has contributed as an expert to numerous projects funded by the European Union, the World Bank, GIZ, and other international organizations, focusing on public financial management reforms, fiscal decentralization, and institutional capacity building in Albania, Kosovo, and Southeast European countries.
Prof. Dr. Petraq Milo has also held important positions on supervisory and governing boards of financial institutions, including the Bank of Albania, INSIG, IFIS Albania, and IFIS Kosovo. His main areas of expertise and research include public finance, fiscal policy, macroeconomics, budget management, fiscal decentralization, and public administration reforms.
Prof. Assoc. Dr. Ligor Nikolla – Dean of the Faculty of Computer Sciences and IT
Prof. Assoc. Dr. Ligor Nikolla first graduated from the Faculty of Natural Sciences at the University of Tirana, receiving the title “Mathematician”, and then continued his advanced master’s studies at “Pierre and Marie Curie University”, Paris 6 in France in 1984-1985 . He also completed his doctoral studies in France at “Joseph Fourier University”, Grenoble I, in the field of mathematics.
Professor Nikolla started his academic career in 1991 at the Polytechnic University of Tirana, in the Department of Mathematics and Informatics. He then held positions as Head of the Distance Teaching Department, Deputy Dean of the Faculty of Education in 2008-2009; Head of the Department of Mathematical Engineering in 2009-2014; Dean of the Faculty of Mathematical Engineering and Physical Engineering at UPT in the years 2014-2020 and from 2021 he holds the position of Dean of Computer Sciences and IT at the Metropolitan University of Tirana. He is the author and co-author of more than twelve academic and educational texts in the field of mathematical engineering, electrical engineering, applied mathematics, mathematical analysis, etc. His areas of interest include numerical analysis and filters, wavelet methods, and Schrodinger operators. He speaks French, English, Italian, Macedonian and Russian.
Prof. Dr. Agim Selenica -Dean of the Faculty of Engineering and Architecture
Prof. Dr. Agim Selenica completed his higher studies at the Faculty of Natural Sciences, 5-year Physics branch (1969), was appointed scientific researcher (1970) and then head of the Hydrology Department (1992) at the Hydrometeorological Institute of the Academy of Sciences. During this time, in addition to the main functional tasks for the rehabilitation and modernization of the Hydrological Network, he conducted a number of studies, monographs and published a number of scientific articles in the country and abroad. In 1980 he completed postgraduate specialization in Lausanne, Switzerland in the field of Engineering Hydrology and in 1993-1994 postgraduate course at IHE Delft-Netherlands in Water Resources Management.
During this time, he was a member of the Hydrology Commission of the World Hydrology Organization and a member of a number of national and international projects such as MED-HYCOS, BALËOIS, SEADATANET, etc.
In 2003, Prof. Dr. Selenica started working as a lecturer and then as Head of the Department of Hydraulics and Hydrotechnics, at the Faculty of Civil Engineering, a position he held until 2015. During this time he published the text “Engineering Hydrology”, valuable for students and engineers. hydrotechnics and those of the environment.
He is a lecturer and Dean of the Faculty of Engineering and Architecture and an external lecturer in the Department of Hydraulics and Hydrotechnics and is active in projects in the field of engineering hydrology.
