Albania Takes Its First Step Toward Becoming an Educational Destination for International Students

The Decision of the Council of Ministers dated May 21, 2025, to ease the procedures for the entry and stay of international students in Albania marks one of the most significant strategic steps undertaken by the Albanian state toward the internationalization of higher education.

Albanian universities particularly private institutions, which currently lead the market for international students—aim to compete strongly with other educational destinations in the Balkans by creating a more welcoming environment for young people coming from abroad to study.

What are the key innovations of this decision?

Recognition of alternative sources of income
Through amendments to Decision No. 858/2021, the Albanian government now recognizes alternative sources of income to cover the stay of international students in the country. In addition to a bank deposit, a work contract, scholarships, or grants are now also accepted, with a minimum annual amount of 300,000 ALL (approximately $3,000).

Simplified accommodation verification
Universities in Albania are now allowed to issue accommodation certificates themselves, a step that streamlines the bureaucratic process for foreigners and makes the visa application process more straightforward.

Increased institutional accountability
According to the new decision, which facilitates the arrival and stay of international students, higher education institutions are required to report every six months on the academic attendance of foreign students and must immediately notify migration authorities in cases of non-attendance, study interruption, or other violations.

This means that universities are granted greater autonomy in managing their relationship with international students—as long as this is done responsibly and in accordance with the law. In this way, Albania can transform into a regional magnet for youth from the Balkans, Southeastern Europe, North Africa, the Middle East, Asia, and the diaspora.

The Chairman of the Board of the “Gjon Durrahium” University League, Prof. Dr. Ethem Ruka, stated regarding the decision:

“The future of Albania as an educational destination will not be determined by a single government decision, but by how this policy is translated into concrete reality especially by us, the private universities, who have strongly advocated for this major reform in support of the development of higher education in Albania. Now it’s our turn to offer more: curricula in English, top-tier faculty, well-managed campuses, credible diplomas, and a worthy experience for students coming from abroad.”

This government move reflects a clear political will to position Albanian higher education in a new geopolitical and economic dimension, not only as a platform for academic formation but also as a tool for development and cultural diplomacy.
