Dr. Pjetër Ndreca

Phd. Pjetër Ndreca, completed his studies and earned the title: “Senior Financier” at the Agricultural University of Tirana in 1983. He has a long experience in public administration, where he held leadership positions in agricultural economics, banking and executive committees until in 1993 and then in important institutions such as the Ministry of Interior and the Ministry of Finance. He has a number of certifications, among which “Internal Auditor in the Public Sector” and Trainer of “International Public Sector in Accounting Standards-IPSAS”, as well as the qualification in the field of accounting and auditing during the period of work in the Ministry of Finance. In 2008, he finished his studies with excellent results in the second cycle “Master of Science” and in 2013, he obtained the degree of “Doctor of Science” in the field of economics and agribusiness. Dr. Pjetër Ndreca is the author and co-author of over 40 articles published in scientific journals and referenced in scientific conferences in the country and abroad. In the years 2014-2017, he was Dean of the Faculty of Economics at APB Tirana. In 2017-2019, he headed the Department of Finance and Accounting at the Faculty of Economics at the University College of Business. Since 2019, he is the Deputy Dean and head of the Department of Economic Informatics at the Faculty of Economics of “Metropolitan Tirana” University. His research areas are: Economics, Finance, Accounting and Auditing.

Membership in professional structures and boards:

• 2005–2007, Secretary of the Qualification Commission for the Certification of Auditors in MoF.
• 2006-2009, Secretary of the Internal Audit Committee at the Ministry of Finance.
• 2007-2009, Members of the Steering Committee of the PIFC-II Joint Twinning Project (National Audit Office England, Ministry of Finance in Poland and Ministry of Finance in Albania.
• 2008-2011 Members of the Qualification Commission for the Certification of Internal Auditors in the Ministry of Finance.
• December 2014 September 2019, member of the Academic Senate at the Professional Academy of Business, today Tirana University College of Business.
• From September 2019, member of the Academic Senate at “Metropolitan Tirana” University, Tirana.

Activities and other administrative and academic activities:

• Member of the working group of the Ministry of Finance for the drafting of Law Number 9720, dated 23.04.2007 “On Internal Audit in the Public Sector”
• Members of the working group for the drafting of the Internal Audit Manual in the public sector”.
• Members of the group for the drafting of Law No. 10294, dated 01.07.2010 “On Financial Inspection”
• Members of the group for the drafting of law No. 10296, dated 07.08.2010 “On MF and Control”
• 2007 – 2012 lecturer for the training of candidates who have attended the training courses to be certified as “Internal Auditor in the public sector” for the subjects “Governance and Internal Control”, “Basics of Internal Auditing” and “Public Accounting”.
• 2010-2016 external lecturer for teaching in the subject “Control-Revision”, “Money and Finances” and “Public Accounting” in the Bachelor and “Audit and Internal and External Control” in the Master at the “European College Dukagjini” in Peja Kosovo.
